We already turned when we saw that you have to pay. But stopped, read some reviews and decided to do the drive. Absolutely worth the money. Beautiful scenery. Entry fee $12.

This is the northern entrance to the 17 mile drive. Beautiful scenic drive through the Monterey peninsula with several lookout spots to park the car with amazing views of the beach, famous golf courses, Entrance fee is 10.50 debit only during pandemic, but worth it if you want to avoid the big crowds in Monterey. There’s also several spots with beach access.
